In anticipation of the European Elections, Social Economy Europe (SEE) has released a memorandum titled \u2018Social Economy, a driver of economic and social progress in Europe,\u2019<\/strong> outlining its proposals for the next EU legislative term.<\/p>\n\n\n\n

SEE highlights three key actions: <\/strong>renewing the European Parliament\u2019s Social Economy Intergroup, appointing a European Commissioner for the Social Economy, and further developing the Social Economy Action Plan.<\/p>\n\n\n\n

SEE is the social economy reference point at European level.<\/p>\n <p>Social Economy Europe is a strategic partner to European institutions and have led on EU policy on the social economy. Created in November 2000 under the name of CEP-CMAF \u2013 the European Standing Conference of Cooperatives, Mutuals, Associations and Foundations \u2013 with the purpose of establishing a permanent dialogue between the social economy and the European Institutions. Established in 1990, the Intergroup has facilitated ongoing dialogue among European institutions, Member States, and social economy stakeholders. SEE has served as its secretariat since its inception.<\/p>\n\n\n\n<p>The Intergroup played a critical role in developing the Social Economy Action Plan in 2021. SEE stresses the importance of its continuation to keep the social economy high on the political agenda and ensure the effective implementation of the Action Plan.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Appointment of a European Commissioner for the Social Economy<\/h4>\n\n\n\n<p>SEE advocates for appointing a dedicated European Commissioner for the Social Economy to ensure the continuity and monitoring of the Social Economy Action Plan (SEAP). While the collaboration between DG EMPL and DG GROW has been beneficial, SEE believes a dedicated commissioner would further integrate the SEAP with other EU policies and maintain its prominence on the Commission\u2019s agenda.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Further Development of the Social Economy Action Plan<\/h4>\n\n\n\n<p>To support the SEAP\u2019s implementation, SEE proposes several actions:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Integrate the social economy into all EU industrial, economic, and social policies.<\/li><li>Encourage Member States to create frameworks based on the Council Recommendation for the Social Economy.<\/li><li>Provide financial assistance to the social economy.<\/li><li>Enhance training and education in the social economy.<\/li><li>Strengthen state aid and public procurement policies.<\/li><li>Develop fiscal policies tailored to the social economy.<\/li><li>Improve methods for measuring the social economy’s contribution to the EU.<\/li><li>Strengthen the social economy’s role in the EU\u2019s external agenda.<\/li><\/ol>\n\n\n\n<p>SEE and its members are committed to these actions to ensure the growth and recognition of the social economy across Europe.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">ADV Romania is a member organisation of Social Economy Europe since 2022<\/h2>\n\n\n\n<p>As a member of Social Economy Europe – the reference point of the social economy sector at European level, ADV Romania is a signatory of the Social Economy Europe Memorandum.<\/p>\n\n\n\n<p>Moreover, the proposals in this document are in line with<strong> the Resolution of the European Social Economy Conference<\/strong>, which includes a series of proposals to be included in the National Programme of Governance and Local Programmes. <a href=\"https:\/\/conferinta.alaturidevoi.ro\/enterprising-for-tomorrow-2024-retrospective\/\">The conference was organised by ADV Romania<\/a> on 17 April 2024.
