EUGENIA POPA, HUMAN RESOURCES MANAGER / SOCIAL ECONOMY EXPERT / TRAINER

Eugenia Popa is a highly accomplished professional in the fields of human resources and social economy, with a career built on dedication, vision, and active involvement in supporting vulnerable individuals.

. With a degree in social work and a master's in human resources management, Eugenia has complemented her academic training with postgraduate studies in social economy and an impressive series of certifications in key areas such as: community enterprise, organizational and project management, human resources, professional training, strategic communication, business consultancy for the inclusion of people with disabilities, and career counseling.

Her journey within the ADV Romania Foundation began as a volunteer, and in August 2004, after just two years of active involvement, she was hired as the National Volunteer Coordinator. For over six years, Eugenia developed and implemented her own style of volunteer team management and motivation, directly managing more than 200 individuals involved in the foundation’s activities. Under her leadership, ADV Romania’s volunteer program became a recognised model both nationally and internationally, through best practice guides and impactful interventions in the field.

Since 2009, Eugenia has taken over the coordination of the foundation’s human resources program, becoming Human Resources Manager and Career Guidance Counsellor. In this role, she efficiently manages and rigorously coordinates the entire HR process: recruitment, selection, training, professional development, team support, internal communication, and retention strategies—contributing directly to the success of ADV Romania’s projects. She develops specialised guides and is actively involved in creating relevant occupational standards for the social economy sector.

Currently, Eugenia oversees the human resources department across the entire ADV Romania group, ensuring coherence, consistency, and professionalism in HR practices across all group entities—from the foundation and social enterprises to educational and economic initiatives in both Romania and the Republic of Moldova. Through this strategic role, she contributes to developing a strong organisational culture that values human potential, performance, and inclusion.

With extensive experience in integrating vulnerable individuals into the labour market, Eugenia has facilitated the employment of over 150 people from disadvantaged groups, preparing applications for government-supported insertion incentives, more than 80 of which have already been approved. Through her inclusive, solution-oriented approach, she helps build a more equitable and accessible labour market.

As a certified trainer since 2004, Eugenia Popa has delivered over 3,000 hours of courses, seminars, webinars, workshops, and scientific sessions, both in Romania and abroad. Her training portfolio covers a wide range of topics: from volunteer management, fundraising, peer education, behavioural change, and disability inclusion, to counselling and career guidance, trainer training, communication, and social entrepreneurship.

Her expertise is recognised in fields such as social economy, relations with public institutions, human resources management in social structures, organisational communication, and creating real contexts for the professional inclusion of people in difficulty.
