The report aims to contribute to develop a strategic approach (Blueprint) to sectoral cooperation on the skills needed to reinforce the empowering work of WISEs in strengthening the skills of WISEs’ workers and to sustainably tackle the digitalisation challenges they face. Drawing on 27 country fiches, face-to-face interviews and an online survey carried out in the 13 B-WISE partner countries, the report analyses the main drivers, features, and development trends of WISEs in the 27 EU Member States and examines skills needs and gaps of WISEs’ workers, in particular regarding digital skills.

Support the development and growth of WISEs
- WISEs play an important role in providing employment opportunities and support for vulnerable groups who face barriers in the mainstream labor market. Policymakers should recognize and promote the value of WISEs.
- Providing a clear legal framework and targeted funding programs can help WISEs consolidate and expand their operations. Policy measures should aim to build an enabling ecosystem for WISEs.
Strengthen training and skills development
- There is a need to improve technical and soft skills of workers in WISEs through training initiatives tailored to their needs. Policymakers can support skills development through funding schemes.
- Digital skills are becoming increasingly important but there is a significant skills gap among workers and even supporters in WISEs. Policy initiatives to enhance digital literacy are essential.
Facilitate technology adoption
- Many WISEs lag in technology adoption. Policymakers need to address barriers such as lack of investment capital, knowledge gaps, and accessibility issues.
- Providing incentives and support for assistive technologies and workplace adaptations can make jobs in WISEs more accessible for vulnerable groups.
Promote stronger networks
- WISEs need better linkages with mainstream employment services and public authorities. Policy coordination across government agencies is important.
- Supporting collaboration platforms and networks for sharing of knowledge and resources between WISEs can accelerate learning and innovation.
In summary, a strategic policy approach is required to maximize the potential of WISEs through an enabling legal and financial environment, capacity building initiatives, technology support, and stronger networks.
