Work Integration Social Enterprises (WISEs) are at the forefront of fostering workforce inclusion for marginalized individuals. However, their ability to sustain and expand this impact hinges on addressing key strategic challenges, particularly in skills development, resource collaboration, and technology adoption. Based on insights from the B-WISE project, here are four strategic recommendations tailored to strengthen the WISE sector.
1. Invest in Digital Training
Digital skills are critical for enhancing the operational efficiency of WISEs and empowering their workforce. However, significant skills gaps persist across all workforce groups—enablers, supporters, and workers with support needs (WSNs).
- Targeted Training Programs: Digital training must be customized to meet the specific needs of each group:
- Enablers need expertise in digital content management, data analytics, and strategic use of technology for decision-making.
- Supporters require digital communication skills and familiarity with assistive technologies to better support WSNs.
- WSNs benefit most from foundational digital literacy and hands-on practice with task-specific tools.
- Practical and Flexible Learning: Leveraging e-learning platforms and on-the-job training formats can address these needs effectively while accommodating the operational constraints of WISEs
2. Collaborate with Stakeholders
WISEs thrive in ecosystems where collaboration drives resource sharing and innovation. Strategic partnerships can unlock access to tools, expertise, and funding.
- Technology Providers: Partnering with digital solution providers can help implement affordable and scalable tools tailored to WISEs’ needs, such as CRM systems or assistive devices.
- Educational Institutions and VET Providers: Collaboration with vocational education and training (VET) providers ensures that WISEs have access to up-to-date curricula and certifications aligned with the European Qualifications Framework (EQF).
- Policymakers and Funders: Engaging with policymakers to advocate for inclusive policies and funding schemes can ensure long-term sustainability for digital initiatives in WISEs.
3. Leverage Policy Support
Policy advocacy is a cornerstone for securing the resources and recognition WISEs need to scale their impact.
- Funding Schemes: Advocate for national and EU-level policies that provide targeted funding for digital transformation and skills development within WISEs. Programs such as the European Social Fund (ESF) and Erasmus+ can be leveraged to support training initiatives.
- Recognition of Informal Learning: Push for policies that validate and recognize skills acquired informally through on-the-job training, enabling WISE employees to gain certifications that enhance their career prospects
- Regulatory Support: Encourage the adoption of supportive regulations that lower operational barriers and incentivize the integration of digital tools in the WISE ecosystem.
4. Tailor Digital Solutions
While general-purpose digital tools are valuable, the unique mission of WISEs calls for customized solutions that address their specific challenges.
- Assistive Technologies: Develop and implement tools tailored for WSNs, such as speech-to-text software, task management apps, or adaptive devices that improve their autonomy and productivity.
- Role-Specific Solutions: Equip enablers with data visualization tools and performance monitoring software, while providing supporters with platforms to track and support WSN progress effectively
- Scalable and Cost-Effective Tools: Focus on solutions that are affordable and adaptable for small-scale WISEs, ensuring inclusivity across the sector.
Strategic investments in training, collaboration, policy support, and tailored solutions are critical for WISEs to thrive in an evolving digital landscape. By addressing these priorities, WISEs can not only enhance their operational efficiency but also fulfill their social mission more effectively. Through coordinated efforts and proactive adaptation, WISEs can become models of inclusive, innovative, and sustainable enterprises in the European economy.
